Abstract

The function of purpose and delivery management in a project construction is to ensure its successful completion within a stipulated time frame. The contractor’s ability to get the required materials easily from the suppliers is vital. In contrast, difficulties to obtain the materials from the suppliers or failure to get the materials to the construction site accordingly would delay the work in progress. Of late, many contractors are having such a hard time in obtaining certain materials due to the lack of the materials and the increase cost of the materials. On top of that, various strict regulations imposed by suppliers also influenced the high cost of purchasing, operating and delivering the material which complicated the task of material management. This study therefore is undertaken to compare the methods of purchasing and delivering management, and also to identify the problems encountered. 20 contractors from G4 and G7 class in Kedah were selected to be the respondents for this study. The results from the questionnaire were analyzed by using the Microsoft Excel programme. The findings show a significant difference between the class of contractors in respect to the purchasing plan style such as meeting requirements, methods of determining the materials to be used and the personnel who was responsible for the task, in purchase management, all transactions made by the contractors were through credits but the credits purchasing factor and the method of ordering materials were different. A significant differences is also noticed between the high class and low class contractors in terms of delivery, acceptance, safekeeping and usage of document. The problems faced by the contractors differ depending on their class but the payment stage was still the same. The delay in receiving materials from the suppliers would slow down the project and at the same time caused the contractor to hold up their payment to the suppliers.
